Sonic Crackers is rumoured to be the Mega Drive incarnation of the 32x game entitled Chaotix. I have been told that it was moved to the 32x and that the sprites of Tails and Sonic are accessible from the ROM code of Chaotix. Anyway, here are some screenshots. Email Me! if you have anything to add!

Here is a review of Sonic Crackers taken from the Genesis Game Guide -
"As far as the plot goes, it appears that Dr. Robotnik has captured Sonic and Tails (who are chained together by some sort of elastic energy band), and they must somehow effect ad escape and defeat the good doctor. Graphics are straight from Sonic 3, and the music has a similar feel.  No sound effects, level titles, or monsters (as far as I played), but all six level designs are rather intriguing.  If you're one of those speed Sonic fans who plays for "best time," then this is well worth the look.
