By pressing pause during the game, you can open up the debug mode. This allows you to travel all over the map without doing anything. You can easily get to the Chaos Emeralds within a few seconds.

Unfortunately the game is uncompletable. The final Eggman boss has invincibility turned on, most likely because the ending scene had yet to be finished.
